Under the Pennsylvania Charter School Law, the governance of ICS-West is the responsibility of its Board of Trustees (BOT). The BOT has authority to make decisions regarding the operation of ICS-West, including budgeting, curriculum, facilities, and operating procedures, as well as the employment of both professional and nonprofessional employees.
We will strive to ensure that the ICS-West Board will include members from ICS-West families, from the neighborhoods we serve, from ICS in Center City, as well as the representatives from the broader Philadelphia community. Terms will be staggered to ensure continuity.

Board Members
Gloria Shabazz is the Director of Finance for Bicycle Transit Systems. A graduate of Hunter College and Columbia University Business School, Gloria has worked for several large corporations including IBM, Colgate Palmolive, and Campbell Soup Company. While at Colgate, she spent a year living and working in Puerto Rico. In 1998, she and her husband founded JASTECH Development Services, a 501c(3) non-profit organization which runs the Overbrook Environmental Education Center (OEEC). Ms. Shabazz was President of the Center City board which her youngest son attended. She joined the ICS West Board in 2015
Dyana Reid has worked in Child Welfare for over 29 years. She earned a Bachelor of Science degree in Psychology at Delaware State University and a Master of Social Work degree with a concentration in Administration and Social Planning at Temple University. Ms. Reid currently serves as the Director of Social Services for Families Forward Philadelphia which is Philadelphia’s largest emergency shelter for families. Ms. Reid is an advocate for the educational empowerment of children and families with a highlighted background in school social work and school-based behavioral health. She previously served as the school social worker for multiple urban schools located in Southwest Philadelphia. In addition to her work as an educational advocate, Ms. Reid served as a behavioral health pioneer during the early implementation of school based therapeutic services within the SDP. She is also active in several advocacy and community service organizations and was elected by peers to serve 5 consecutive years on the Delaware County Intermediate Unit Head Start/Early Head Start Policy Council. Ms. Reid also serves as chair of the Community Relations Committee and remains active with organizations serving youth and families within the school catchment areas.
Anthony Yoder has worked in the nonprofit and education sectors for over twenty years. He is the Facilities and Operations Manager for Greene Street Friends School. Previously, he has worked as the Assessment and Accountability Manager for Wissahickon Charter School and as the Director of Finance and Administration for both the League of American Bicyclists and FastCase Inc. Mr Yoder has particular experience in school facilities charter renewal, school expansion, compliance and audits, grant procurement, and program development. Mr. Yoder holds a Bachelor of Arts in English, from Eastern Mennonite University. Mr. Yoder's daughter attended ICS West.
Ceciley Bradford holds a Bachelor of Science in Sociology from Millersville University of Pennsylvania and a Master of Science in Criminal Justice and an Executive Master of Business Administration from Saint Joseph's University. Ms. Bradford holds certificates in Trauma Therapy, Supervisory Management, and Human Resources. She is the Chief Operating Officer of Families Forward Philadelphia and an adjunct instructor in Temple University's Pan-African Studies Community Education Program. Ms. Bradford has previous experience in the City of Philadelphia: The Mayor's Office of Reintegration Services, the Center for Employment Opportunities, and the Pennsylvania Prison Society.
Pedro Rodriguez is a community activist and organizer, currently serving with EnrollAmerica, which identifies uninsured Philadelphians in need of coverage under the Affordable Care Act. Previously, Mr. Rodriguez was Executive Director of the Action Alliance of Senior Citizens of Greater Philadelphia and, under Mayor Ed Rendell, he served as Assistant Director of the Philadelphia Empowerment Zones. Additionally, Mr. Rodriguez served as an AIDS educator at Congreso de Latinos Unidos, an Executive Vice-President of the Alliance for Retired Americans, and Associate Editor of the weekly Community Focus/Enfoque Comunal, the largest bilingual newspaper in Pennsylvania. Mr. Rodriguez also currently serves as a Commissioner of the City's Civil Service Commission
Dr. Sherri A. Wallace has been an educator and advocate for 22 years. Dr. Wallace holds a Doctor of Education in Educational Leadership and Management from Drexel University, a Master of Science in Special Education from Saint Joseph's University and a Master of Education in Curriculum, Instruction and Technology in Education from Temple University. Her undergraduate degree is from Pennsylvania State University. Dr. Wallace has experience in behavioral health, K-12 and post-secondary education.
